  is the ticket assigned base or does it go on department so if a agent has billing department and a ticket is created in billing it only shows agents that has billing or does every ticket have to be assign a agent for agent to see tickets

  Basically Once the Customer will create the ticket from the frontend side by default it will be assign to the admin. After based on ticket department & category admin will assign the ticket to that specific agent.
  
  Once ticket is assigned to the specific agent, only that specific agent can see and handle the ticket. Other agents will not have access to it.
  
  There is also an Auto Agent feature available in settings. If enabled, the system will automatically assign the ticket to an agent upon creation, without admin needing to manually assign it.
